May 6 - Russian President Vladimir Putin has signed a law banning the sale of e-cigarettes to minors, and nicotine-containing products can now only be bought in shops and pavilions, according to reports. The law has been published on a legal information portal.


According to the document, the sale of these goods at trade fairs, exhibitions, remotely or using vending machines will be banned from June 1. At the same time, the display and demonstration of such equipment on the trading floor is limited, with the exception of direct presentations to buyers. Discounts on e-cigarettes, including through the issuance of coupons and coupons, are also prohibited.


The law signed by the head of state bans the sale of all types of e-cigarettes to minors, including those that do not contain nicotine.


Meanwhile, the circulation of e-cigarette liquids with flavoring or addictive additives and substances designed to make the product more attractive is also restricted.


According to the text of the law, all restrictions that apply to tobacco products also apply to nicotine-containing products, including nicotine-free systems.


Meanwhile, from September 1, 2023, the government will set a minimum cost for such products.


The amendment to the advertising law prohibits the display of e-cigarette use. For children under 12, mention of these products is prohibited, and for people over that age, occasional references indicating the dangers of consuming these products are allowed.


Earlier, Irina Rukavyshnikova, first Deputy chairwoman of the Federation Council Committee for Constitutional Legislation and State Construction, noted that the main goal of the law is to ban the sale of e-cigarettes to teenagers.


According to the senator, the goals of establishing liability in one case and strengthening it in another are the same - to protect the health of children and adolescents, and at the state level to protect people under 18 from using psychotropic drugs and smoking electronics, cigarettes containing nicotine, the senator said.
