Saudi Arabia bans sale of tobacco products to youth under 18

On August 31, according to the Okaz newspaper, Saudi Arabia has banned the sale of tobacco products to those under the age of 18.


According to regulations issued by the Ministry of Municipal and Rural Affairs and Housing (MOMRA), young people under the age of 18 are not allowed to enter tobacco shops or buy these products.


Sellers have the right to require buyers to provide proof of age. In addition, tobacco businesses are not allowed to open until midnight unless they have a work permit. However, this condition does not apply to Ramadan and holidays.


Those engaged in the sales of tobacco products must obtain a municipal license in accordance with the Municipal Licensing Procedure Law and its implementing regulations.


In addition, tobacco shops must provide closed packs of cigarettes, with a maximum of 20 cigarettes per pack. Retail sale of tobacco products in pills, kilograms or one kilogram servings is not permitted.


Any form of price reduction on tobacco or any of its derivatives, or its inclusion in free promotional products (such as gifts, prizes, or sample supplies) for any reason is prohibited.


The sale or display of any product containing tobacco, whether raw, processed or any derivative thereof, is also prohibited on any type of public transport, including cars, buses, trains, ships and aircraft.


Regulations made by the ministry also prohibit the import, sale or display of any merchandise with explicit or implied advertising of tobacco and its derivatives. It also prohibits the use of tobacco that has been subjected to tobacco residues resulting from smoking or any manipulation to it during the smoking process that would deteriorate its quality or characteristics. Regulations prohibit the use of any name, symbol, emblem or image on tobacco products that is detrimental to public order.


The law requires employees in tobacco shops to wear uniforms that are spotlessly clean and clearly display the business name. If an employee gets sick, they must stop working and not go back until fully recovered.


In addition, under the regulations, restrooms and toilets must be provided for employees, provided they are provided with chairs and a space for prayer. Apart from eating, drinking and smoking outside designated areas, no sleeping or relaxation is allowed on the premises.
