UK vaping e-cigarette market size is expected to grow by 11% in 2022

2022-09-01

Recently, John Dunne, director-general of the British Vaping Industry Association (UKVIA), introduced the market of electronic vaping products in the UK in 2022. The following are the main contents of the report, to help you understand the current characteristics of the UK vaping product market and the key points that the regulatory authorities are concerned about.

2022 Market Overview

a. As the second largest market in Europe, the UK government's "light touch" regulation has encouraged the growth of vaping product consumption;

b. The UK does not impose a surcharge on vaping products, and the local government association and UKVIA have called for the value-added tax (VAT) to be reduced to 5%;

c. The retail industry of vaping products is rebounding strongly, with most chain stores adding new stores in the past 6 months;

d. Disposable electronic atomization products occupy a large market share. Currently, there are more than 6,500 types of disposable electronic atomization products registered with MHRA. In addition, there is an extensive illegal market for oversized vaping devices, which puts enormous pressure on regulators;

e. Increased media and law enforcement reports of youth use of vaping products (especially single-use vaping products);

f. The UK government is currently undergoing changes, leading to some policy uncertainty, which is not expected to be determined until mid-September when a new cabinet is formed.

2022 market portrait

a. The market size of vaping products in the UK has rebounded from the trough in 2020 and is expected to grow by 11% this year;

b. There are currently 3.5 million adults in the UK who use vaping products, accounting for 7% of the population aged 18 and over, a record high;

c. Types of vaping products consumed: basic open vaping products account for 35%, pre-filled pod vaping products account for about 35%, advanced open vaping products account for 20%, and disposable vaping products Chemical products account for about 10%;

d. User share of retail channels: traditional retail accounts for about 35%, electronic atomization product stores account for about 35%, and online sales account for about 30%.

Enforcement and Compliance

a. MHRA has taken a tougher stance against non-compliant products and companies with falsified submissions, resulting in many products being denied approval or taking longer to approve. MHRA is looking more closely at every submission and may cancel registered ECID numbers or ban product registration if fraud is suspected.

b. Scotland had previously actively organised a campaign against illegal single-use vaping products, with its 21 local authorities visiting 721 premises in 10 weeks and taking joint action. More than 88,000 non-compliant single-use vaping products were removed during this period. MHRA will intensify scrutiny of product packaging during the notification submission process.

UKVIA official advice

a. An investigation by UKVIA found that many single-use vaping products currently on the UK market are not compliant for a variety of reasons. Common problems include cartridge volume exceeding 2mL, nicotine concentration exceeding the maximum value of 20mg/mL, packaging CLP classification issues, or product not being MHRA registered;

b. UKVIA is taking action to work with MHRA, Trade Standards and Enforcement to identify illegal sellers, and continues to work with Chinese partners to close counterfeit factories;

c. Trading standards across the UK are taking action to raid shops and wholesalers, seize illegal products and fine shops for breaches.

As a country that is highly friendly to the vaping product market, the UK will further expand its market size in 2022, but the sale of non-compliant vaping products in its market has attracted the attention of the authorities and may impose key market supervision on relevant companies , It is recommended that manufacturers and exporters of electronic atomization products pay attention to product compliance and take a long-term perspective.
