Ukraine's ban on flavored e-cigarettes comes into effect on July 11

Ukraine's ban on e-cigarette advertising (including heated tobacco products) goes into effect on July 11, 2023, and flavored e-cigarette products are also banned. The advertising ban applies to all types of media, including the internet, social media, public transport and public events.


According to the World Health Organization Framework Convention on Tobacco Control (FCTC), "From 11 July 2023, the use of e-cigarettes, liquids used in e-cigarettes, and consumer devices for non-burning tobacco products (including Iqos and glo devices) is prohibited." Advertising, Promotion and Sponsorship."


"Flavored cigarettes and flavored liquids used in e-cigarettes are also banned. In addition, from 11 January 2024, a combined text and picture warning will be required on 65% of both sides of the packaging of smoking tobacco products (traditional cigarettes). "


The fine for non-compliance is UAH 30,000 (approximately RMB 5,844), and the fine for each subsequent violation is UAH 50,000 (approximately RMB 9,740). Additionally, similar to general smoking bans, the law prohibits the use of e-cigarettes and heated tobacco products in all public places and businesses.


In 2021, Ukrainian lawmakers passed the law banning the use of e-cigarettes in public places, their advertising, sponsorship and promotion. The law also prohibits the sale of flavored e-liquids other than tobacco flavors.
